LPL Board of Control Monthly Meeting
The January meeting of the library board of control was fairly quiet, the only items up for vote being November’s minutes and the approval of book discards. During public comment time, however, members of the public once again brought to the board’s attention the attendance records of two members. Erasto Padron, whose term on the board ended in November 2025, missed nine of the previous twelve board meetings, and former board president Daniel Kelly (who was also absent for this meeting) has now missed five.
Our repeated questions to both the board and the parish council have resulted in nothing more than promises to “look into it.” Our own research, meanwhile, has revealed what appears to be two sets of rules regarding board attendance. The board’s bylaws (seen below) seem to indicate that after missing four meetings, the member is considered to have resigned.
Last year, however, the parish council passed their own set of rules governing attendance for local boards and commissions. Those rules state that for boards whose rules and/or policies do not contain minimum attendance standards, members may only miss three meetings, though attendance exceptions can be granted for things like medical conditions or military service. However, as we’ve seen, the LPL board does have its own rules in place – so which is correct?
We will continue to pursue clarification and fair application of attendance standards with the parish council. To that end, we seek two things: first, a clarification of which set of rules the LPL Board of Control should be following, and second, an accounting of why current and former members have been excused from abiding by either.
